关于第二个问题,应该句子本身就有问题吧,“He said he plans to sell an electric car by 2011”,这里的plans应该改为planed,因为要跟前面的said时态一致。而在翻译方面,你的理解也有错,说这句话的人根本就还没有electric car,他是打算在2011年之前研制出来并且卖出去,所以这句话的翻译应该是他说他打算在2011年之前卖一辆electric car出去。明白了吗?

First: By the end of last year we had built five new houses. This sentence I have been translated into "to the end of last year, we have" by means "until that time." However, dictionary, dictionary on Say: By (that time) no later than; at the time .... Examples: Be here by four o'clock. Four o'clock here before. So I would like to know that my sentence by understanding right? If the dictionary if the meaning of security, then it should be translated as "At the end of last year, we built five houses," I think these houses are not necessarily at the end of last year it completed a short time.
