一般情况下SEE + DOING/DO 但被动语态下要还原TO 于是 BE SEEN TO DO
填LEARNING
这里的 AS MUCH TIME AS WE CAN 是一起作SPEND的宾语,和后面没有联系
可看作 WE SPEND .LEARNING ENGLISH

本来是：see sb do/doing（因为do和doing前的to省略掉了）
被动时恢复成sb be seen to do sth.
第2题：不定式to do
意思是“为了”
we spend as much time as we can （为了）to study english
as much time as we can 短语 尽可能多的时间
spend 缺少宾语 ，后边是spend 的宾语，和can无关

see有短语：
see sb do sth 或 see sb doing sth
当用做被动语态时这两个短语要加上to变为
